S U M M A R Y

The Social Section of the Tomillo Foundation locates its activities mainly in the neighbourhoods of Villaverde and Usera, situated in the south part of Madrid. Its activities begun in 1983; and later on were created the Education Classroom in 1998 and the Centre for Pedagogic Activities in 1995 were created.

The suburbs of the city of Madrid, which concentrated an important share of industrial activities, were seriously affected by the industrial crisis of the second half of the 1970s and first half of the 1980s. The large increase of the unemployment rate, especially
youth-unemployment rate, reflected rapidly the deepness to the crisis.

The main goal of the Social Section is to tackle youth unemployment. This "fight" is understood in a board perspective that goes from school failure to the direct creation of jobs. Therefore, this general goal can be divided in three objectives: unemploymend prevention, improvement of the job-placement possibilities of young peopel and direct job-creation.

The number of beneficiaries in 1996 amounted more than 9.500 persons. The direct employment created buy this scheme were 330 persons, most of them women (61%) and young peopel (15% of them are younger than 20 years old and 48% between 20 and 30 years old). On the other hand 40.4% of the employees in Social Section comes from its education departments and workshop schools.
Besides, the rate of job-placement of the beneficiaries attending courses at these education departments and workshop schools is 60%.

N A R R A T I V E

The Social Section of the Tomillo Foundation locates its actions mainly in the neighbourhoods of Villaverde and Usera. These neighbourhoods, located in the south of Madrid, have very high
unemployment rates and suffer from social exclusion, mainly among young peopel and women, with low levels of qualification and education.
The authorities do not have the means and agility to meet the requirements of a population that are job-demanders and wish lo leave the situation of real or potential social exclusion.

These job-demanders go to the employment offices with the hope of finding a job through these offices. In these offices, the job-demanders fill certain forms in which he/she tries to describe his/her aptitudes in order to get a job-placement.

However, the definition of the profile of a job-demander must not be centralised solely in filling a standard form with his/her aptitudes go get a job. What happens with his/her attitude when
they try to get a job?. In most cases, young peopel demanding a job and not obtaining an answer by the current job-placement schemes, fall in a situation of losing self confidence and desolation
that prevent them to face clearly the possible solutions to their problem.

In orden to help these young unemployed peopel, the integrated services of employment were created. These services were designed to provide information and vocational-training to those young
jog-demanders wishing to imply themselves personally and actively in order to improve their situation facing a job.

The objectives of this action is the improvement of the job-placement possibilities of young people, that is, improve their
vocational-training, education and attitudes so that they are better able to get a job. In order to reach this goal, the following services are implemented in the integrated sercives of
employment:

  1. Personal plan of employment and education/vocational-training: this action is directed to young peopel that lack of a project of
    labour insertion and that do not have defined the actions to improve their possibilities of job-placement due to: low education, low professional experience, lack of adequate strategies for job-seeking, acceptable education but no defined actions to develop in order to improve their possibilities of getting a job. This action has the following stages:

    1. Detection of needs: in our first contact with the user, we determine his/her attitude and aptitude facing a job, expectations and conditions for its labour insertion.
    2. Establishement of personal itinerary for employment: based on the previous information, together with the job-demander concerned and taking into account his/her implication, we design an action itinerary focuse on improving his/her job-placement possibilities: information about courses of vocational-training, how to look for a job, development of personal aspects in order to be employed, etc.
    3. Implimentation of actions: once the personal itinerary for employment is fixed, the actions are implemented and were follow up the results obtained.

  2. Information: information about the labour market, possibilities of employment and education/vocational-training and about the conditions to enter to the labour market.

  3. Development of personal aspects for the job: in most cases, after a long period in the situation of unemployment the young job-demander loses self-confidence and also his/her capability to find a job; sometimes he/she ends up believing that he/she will never find a job. The acctions that we plan here are oriented to solve this situation.

  4. Looking for a job: this is the last action that we plan with the user of this employment service. We help the young job-demander by orienting him/her in issues such as: how to face a job-interview, preparation for a selection-test, how to present a curriculum vitae or how to answer to a jo-offer, among other services.

In order to develop these actions, the Tomillo Foundation received financial support aid of 2.551.000 ptas, provided by the Ministry of Labour and Social Affairs. This financial support were used to finance the wage costs ot the professionals that developed the job and the structural costs of the Tomillo Foundation.

The results achieved with the development of these actions have been for 1996 the following:

A. Personal plan of employment and education vocational training: 65.57 % of the total number of beneficiaries that received this action are women, from which 30.33 % are between 20 and 25
years old, 24.59 % are less than 20 years old and 10.66 % are older than 25 years old. Concerning the male beneficiaries, they represent 34.42 % of the total number of beneficiaries, from which
17.21 % are between 20 and 25 years old, 13.93 % are younger than 20 years old and 3.28 % are older than 25 years old.

Concerning the academic level of the beneficiaries, the portion with higher representation are those who have Primary Studies
( 41.80 %), Vocatinal-Training (26.23 %) and High School (23.77 %). With a lower representation, some of them had University Studies (4.92 % with 3 years of studies and 1.64 % graduated) and other
who have not finished Primary Studies (1.64%).
Concerning the professional experience, 59.02 % had never worked before; however 40.98 % did have professional experience before.

Therefore, the general profile of the job-demander of this action is mainly a woman who is between 20 ad 25 years old, with almost not professional experience and low academic education.

B. Information: among all beneficiaries attended in this action, 74.49 % are women, from which 37.02 % are between 20 and 25 years old. Male representation is 25.40 %, being most of them
between 20 and 25 years old. Concerning education, 28.8 % had followed Vocational Training, 26.18 % High School and 23.25
% Primary Studies. The representation of the beneficiaries with University Studies is 20.9 % (13.35 % 3 years of studies and 7.6 % graduated).
The users that had had previous professional experience represented 55.3 % of the total while 44.69 % did not have a previous contact with the labour market.

Therefore, the profile ot the typical user of this action is a woman with a medium level of education, whose age goes from 20 to 25. Only half of the users had worked before.

C. Development of personal aspects for the job, it has been detected a high percentage of people falls in a situation of desperation, lack of self-confidence, lack of hope, even having depressive symptoms facing the reality of not getting a job.

It is observed than 90 % of the beneficiaries had had previously professional experience although with low qualification. The academic level is that 50% of the beneficiaries of this action had not finished Primary School, 30 % did finish Primary School and 10 % had done studies of Vocational Training or High School. This distritution buy sexs and age shows that 60 % were women and 30 %
of them are between 20 and 25 years old, 20 % are less than 20 years old and 20 % are older than 25 years old. The male participation is 40 %, being 20 % older than 25 years old, 10 % are between 20 and 25 years old and 10 % are younger than 20.

The main users of this action are women with low academic education.

D. Looking for a job: the beneficiaries attended in this action have the following charateristics: it is observed a major female participation (74.56 %). the age of the users in the female portion is: 7.01 % younger than 20, 19.2 % older than 25 and the weight of the participation is on women between 20 and 25 years old (48.2 %). The age of the male portion is: 12.2% for the men older than
25, and 13.15% those whose age is between 20 and 25.

Concerning the academic levels, we can indicate that education is very different among the beneficiaries attended in this action, 35.9 % of these beneficiaries have received Vocational
Training, 20.7 % have the High School studies level and 8.7 % have Primary Studies. Besides, in relation to the Unversity Studies, 18.42 % have 3 years of University Studies and 16.6 % are
graduated.

From the point of view of the professional experience, 72.80 % have worked before and 27.19 % never did it before.

In general terms, the profile of the user of the Tomillo Foundation are women (in a proportion quite higher than the male representation), their age is between 20 and 25 and their level of
education is diversified among different levels bus is remarkable the participation of Vocational Training and High School. Besides, it is observed that more than 80 % of the beneficiaries that have
received these actions have had previous experience in the labour market.

As far as the development of actions directed to the improvement of the situation of unemployment among certain collectives ot the society is implemented, these action will help to the improvement of the quality of life ot this society and the creation of a welfare system that reaches all the population.

With the required institutional support and experience in education and professional orientation needed, this scheme can be applied in
other countries.
