S U M M A R Y
The Urban-Cádiz Plan is configured by a set of performances whose
final objective is centered in the social and economic reactivate
of two neighborhoods located in the old part of the city and that
belong to part of the area more depressed of the historical city,
with strike rates superior to the 30%, and with an active
population with low professional qualification levels. It has a
duration of five years, being anticipated its ending for December
of 1999. Their/its performances can be classified in large three
measured:
- Improvement of the physical support, the urban space and it's
equipment: within this measure has been acted on given streets,
squares and monuments of the zone, also they have been begun a
series of rehabilitation and acquisition performances of buildings
to give them a social and economic purpose.
- Training and Employment Program: for residents in the
performance zone have been imparted to date a total of 5.500
training hours to a total of 550 pupils distributed between
formative programs for social disadvantage collective, for longtime
unemployed, for the crafts, and technological spaces program.
- Improvement of the economic fabric of the zone: mainly the
elaboration of a Financial Helps Plan to the SME's, also is found
in draft phase the project of work of a Companies Center, Formation
and professional Direction, whose objective is to facilitate the
small companies development that generate activity in the zone.
- Integrative: Balance between infrastructure performances,
social services, training and economic activities impulse.
- Creative of employmet: Through investments in the making and to
boost the economic activities.
- Innovative: Concerning that they participate in its development
political, economic and social institutions of the city.
- Sustainable: it is inserted within a Framework Program designed
for the ancient hull, defines global performances that seek a
energize and multiplying effect and lasting in the time.
- Transferable: It is considered a pilot program whose experience
is transferable to any other city.
N A R R A T I V E
1. Situation before the initiative
The integrated performance program in the Neighborhoods of the
Pópulo and Santa María (Urban-Cádiz Plan), it is a Program
cofinanced by the European Union and the town hall of Cádiz through
the Community Initiative Urban and whose period of execution ends
in December of 1999, it is configured by a set of performances
whose final objective is centered in the economic and social
reactivation of two neighbourhoods located in the old part of the
city of Cádiz and that belong to part of the area more depressed of
the historical city what motive the development of the mentioned
plan.
Previous situation
The neighbourhoods of the Pópulo and Santa María, in spite of the
central position that occupy with respect the old part, they are
absolutely marginal zones in terms of the economic activity, being
estimated that its strike rates are very superior to the 30% of the
average of the city and by so much of the highest of the European
Union, what carries with himself some not alone problems of
infrastructures or of habitat but also of quality of life, very
removed from the European standards.
The neighbourhoods are found between the more densely populated of
the old part (772 people/hectare) and present the accumulation
levels but accuse, also the high unemployment index that is in the
root of the economic difficulties that cross many families of the
zone. The active population present some low professional
qualification levels and the incorporation of the feminine
population to the occupational world is very scarce.
Preparing the information and clarifying the priorities
For the development of the program the Town Hall of Cádiz approved
the organizational structure of the same, in the one which is
considered necessary the participation of the economic and social
agents of the city, being constituted an Advisory Commission where
they are represented and whose principal function is that of advice
and conference of the different projects to execute. The entities
that form part of the advisory commission of the Urban-Cádiz Plan
are the following:

3. Objectives, strategies and mobilization of resources
General objectives of the Urban Cádiz Plan, and budgets
The Urban-Cádiz Plan has a budget of 2.316 Billion of those which
pesetas 70% finances it the European Union and 30% remaining the
Town Hall of Cádiz to obtain the objectives and to develop the
programs that below are detailed indicating their/its budgets
- Improvement of the urban scene, of the life conditions of the
population and environmental, through the reduction of equipment
deficit, reurbanization of streets, modernization of services nets.
Budget:1.095Millions of pesetas
- To Improve the economic support, restructuring the commercial
activity and offering new terciary activities with capacity of
innovacion. Budget: 522 Million of pesetas
- To impel social policy measures, facilitating training that
contribute to the insert profesional. Budget: 699 Million of
pesetas.
4. Process
To develop the Urban-Cádiz Plan was approved by the pleno of the
Town Hall of Cádiz, an organizational structure formed by the
following organs:
- Governing Committee: it is the Municipal Commission of
Government with approval functions of the measures envisaged in the
Plan,
- Advisory Commission with groups of advice: conference organ,
constituted by expert appointees by the different entities related
to the projects
- Management Equipment formed by municipal technical personnel
whose principal function is that of coordinate the performances of
the different municipal areas for the execution of the projects.
Equally and to develop the Plan have been signed different
agreements with Institutions and Entities of the city as the
Bishopric of Cádiz and Ceuta, the Architecture School of Seville,
the Architects Association of Cádiz, the Industrious Arts School
and Artistic Trades of Cádiz, Fondo Formación of Cádiz, Centro
cultural El Pópulo and the Entrepreneurs Federation of Cádiz.
Difficulties for its introduction
To be a project integrated in the one which participate many
entities, institutions and municipal dependencies, the coordination
has been difficult to reach sometimes. In the same way the
atomization of the project, with many performances within each
measure, results difficult to manage sometimes.
4. Results Achieved
- Principal Performances for the improvement of the physical
support and of the urban space and it's equipment: Execution level
54% [1]
- It has been acted on in given streets and squares on those
which is ordered, and is improved the pavement, are improved the
channelings and is proceeded to the paper mills installation,
flowerpot stands and plants.
- After the company of the Collaboration Agreement between the
Town hall of Cádiz and the Bishopric of Cádiz and Ceuta, they have
been begun a series of rehabilitation performances, construction
and urbanization that affect to goods of the Church, with the
purpose of social character and of improvement of the urban scene.
- They have been accomplished operations of solars and
buildings acquisition to give them a social purpose ,that permit to
accomplish actions in favor of the neighbours with special social
problems. In the falls of these buildings is envisaged the economic
and social activities location.
- Principal performances for the improvement of the economic
support and of the social fabric: Execution level: 53%.
- Elaboration of a financial funds Plan to the SME's in the
performance zone, to date they have been approved help to six
companies that they have invested in the zone a total of 51 million
of pesetas, with a creation of 15 employment, and being at present
in process of study other six projects that suppose an investment
in the zone of 45 million of pesetas and 10 direct employment.
- Installation of an open air crafts market, being this a
first step for the configuration of a craft neighbourhood.
- In draft phase the project of work of the Companies Center,
Formation and Professional Direction, whose objective is to
facilitate the small companies development that generate activity
in the zone.
- Publication of a book - I Catalogue "A ride by the
Neighbourhood of the Pópulo", in the one which is described its
historical evolution and its monuments.
- Training and employment Program: Execution level: 43%.
- During 1995 and beginings of 1996 they were accomplished
four studies directed to analyze the economic and social situation
of the neighbourhoods. Of these studies emerged the formative
program that to date are being imparted and that below is detailed
and of which are carried imparted to 31 of December of 1997 a total
of 5.500 training hours to 550 pupils:
- Training Program for social disadvantage collective: they
have been imparted until December of 1997, 4.470 training hours
being benefitted 175 pupils, having as objective principal to
provide a training directed to the acquisition of the knowledge and
the necessary abilities that contribute to the increase of the
possibilities of insert occupational associate of the buses in
social disadvantage situation. From among the imparted courses to
emphasize two weld courses that were including a program of young
practice in companies of the Bay of Cádiz ending with the
occupational insert of the 60% of the student body, at present
there are under way two other weld courses given the success of the
performance. Also it has been put under way a training program for
longtime unemployed, in the one which there is in operation
specialization courses in masonry, in plumbing and in electricity,
being accomplished young practice them rehabilitating properties of
both neighbourhoods.
- Technological spaces program: They have been imparted
until December of 1997, 630 training hours to 136 pupils underway
of data processing matter.
- Formative Program for the crafts: distributed in eight
courses about crafts themes were imparted 400 training hours to 239
pupils.
- Program of creation of company: at present it's being
developed a course of creation of companies in the one which
participate 15 pupils, with 350 training hours and whose purpose is
the development of an entrepreneurial project.
Rates of action
- Improvement of the urban environment to 30 of June of 1.998.
Some of the indicators that they can be indicated are the
following:

Sustainability
The Urban-Cádiz Plan is inserted within a Framework Program
designed for the set of the old part of the city seeking its
performances the energize and multiplying effect and lasting in the
time. Also it seeks the balance between the performances in
infrastructures, the economic and the social that permit not alone
to improve the potentials of the human resources, but to establish
the projects in those which goes to base the recovery of the
economic activity.
Learned lessons
It is important in an integral plan as is the Urban Cádiz Plan that
it will be participative in given levels of its management and that
are represented the institutions and entities affected in the
project, also of this collaboration have emerged agreements between
the town hall of Cádiz and different involved institutions and with
those which is worked narrowly for the attainment of the objectives
of the plan.
Transferability
It is tried a program whose performances are transferable to other
cities with marginal neighbourhoods with similar characteristics to
the existing in our city thus, the results transfer of the Urban
Cádiz Plan is effected in the different follow-up meetings of the
Urban Plan that are organized between the different cities with
Urban Plan approved in Spain under the control of the Economy and
State Ministry and concretely of the Administrative Units of the
Structural Funds, in the cited encounters are exchanged experiences
and results. Also the Town Hall of Cádiz is founding member from
1992 of the Permanent Conference of Peripheral Europeans Port
Cities, formed furthermore by the cities of: Brest (France), Den
Helder (Holland), Plymouth (United Kingdom) and Tarento (Italy) and
to those which is being informing of the projects in execution.
Also this project can serve as an example within international
plans as can be the program Habitat II.

The budget of Urban-Cádiz Plan is 2.316 millions of pesetas during
five years.
