S U M M A R Y

Segovia, recognized as "Heritage of Mankind", is a town of 55.000 inhabitants situated like an oasis in the arid Castilian Plateau, between two valleys which provide it with life and character.

The Plan of Recuperation and Management of a Town Heritage of Mankind. Green Plan of Segovia, started as an initiave in 1.991.

The starting point was a situation of abandon and chaos of both urban valleys:

The main lesson learnt through this Good Action is a methodology of work for the integral improvement of the town and its surrounding, flexible when put into practise and easily
exportable into other towns, verifying through this practise the validity of the principles of KNOWLEDGE , ENJOYMENT, VALUATION AND DEFENCE in the involvement of the community for the sustainability of the actions.

N A R R A T I V E

It is necessary to go back to the late 80's in order to understand how all this process is forged.

At that time, the surrounding of the town and especially the two valleys that give it shape are completely degraded: rivers polluted with direct waste, riversides abandoned and subject to erosive processes, forgotten deteriorated orchards, solitary dangerous areas, progressive loss of historical,artistic, cultural and traditional values, spots of uncontrolled waste and growing urban threat.

The Town Council limit their actions to keep the traditional gardens, with no other aims. The Regional Government still has no environmental office in Segovia. The contact with the Central Government is scarce.
A movement emerges of citizens worried about the environment and the landscape, assembling associations for environment preservation with a powerful association of University students in Segovia Parallelly, in the Polit.cnica University in Madrid, there is a working team that, at the guidance of Doctor Ángel Ramos -a prestigious scientist in the field of planning on an ecological basis-, starts building a methodology for the planning of the preservation and improvement of the environment and landscape in
towns.

Several contacts, exchanges and discussions take place between the members of this University Department, Segovia.s Town Council and the groups mentioned. The result is:

  1. Promotion of important environmental activities in Segovia. Due to their relevance must be mentioned the "Cuida lo Tuyo" ("Take care of what is yours"), of a local character, and the Jornadas del Paisaje (Lectures on Landscape), with national and international scope. (See Annex I).
  2. Participation of people from the University Department related to the mentioned citizen movement in the beginning of the elaboration of the Special Planning of the Town and in the analysis of environmental impact. (See Annex I)
  3. Elaboration of the Doctoral Thesis 2Entorno y Paisaje de Ciudades Históricas. Segovia. Caminos para su conservación" (Surrounding and Landscape of Historical Towns. Segovia. Ways to their Preservation) , which provides answers to the problems of natural areas in towns and their surrounding, centering on Segovia, published by the Ministry of Public Works and Urbanism in 1.990
    (See Dossier 1), and provides a basis for the future "Green Plan" (Plan Verde).

All this makes Segovia.s town Council aware of the need to attend these growing social demands, most urgent since they deal with patrimony threatened by irreversible destruction. As a result, aware also of the fact that they deal with an urban ecosystem in great need and with social, economical and institutional limitations, the Town Council redacts and approves Segovia.s Green Plan (Plan Verde de Segovia) in a plenary meeting in 1991 (See Dossier 1) and thus assumes the leadership of this initiative.

The Plan highlights values such as the natural "capital" (hydrological and ecological systems, bio-diversity...), the antropic landscape (historical, artistic and cultural values,
traditional cultivation practises,...), the promotion of the recreational-educational use of the environment (leisure, walks, environmental education,...) and the use of its potential as a
ôgreen lungö generating positive synergies between urban and rural elements.

This Plan proposes an action programe for the protection, restoration and adjusting of the urban surrounding (integral river sanitation, recuperation of agricultural customs -orchards-,
recuperation of riversides and slopes, improvement of town sights, conditioning of open-air areas for their enjoyment, recuperation of historic and artistic aspects...) making recreational and
educational aspects compatible with landscape, ecological, environmental and productive aspects, searching also for their integration in the urban framework.

Due to the shortage of means, a division into "homogeneus units" was attempted, in order to plan the action, searching for a global treatment of the problems and thinking of the sustainability of
the actions.
Starting from the aptitude (reception capacity) of the different areas and from the compatibility of the future actions, between themselves or with the landscape, the units were valued according to:

  1. Vegetation quality and land uses.
  2. Cultural and natural singularities.
  3. Landscape aspects.
  4. Recreational potential.
  5. This valuation was the basis for the priority of
    the initial actions and projects.

It became clear then that it was necessary to distinguish different action ôblocksö in order to start acting and obtain the pertinent technical, economic and administrative help. Thus, together with the central action programme of the Green Plan, the need was noted to elaborate and develop three other parallel programmes:
  1. Integral sanitation of the water courses: basic for giving the valleys their life and use back.
  2. Making citizens aware and sensitive searching for their environmental education and their participation: key to the success, understanding and enjoyment of the actions by the community.
  3. Integral management of the woodland: fundamental since the tree is understood as a basic union element between Man and Nature, as an integrating element of the urban framework with the surrounding.

After the approbation of the Plan, the pertinent action projects have been taken into practice, the criteria for intervention being the following:
  1. Team work for the different subjects.
  2. Greatest adaptation to public property, focusing on the indispensable actions when private property.
  3. Environmental design: based on materials, colours, volumes and shapes harmonious with the environment, besides the use of autochthonous vegetation.
  4. Integral perspective of the actions, taking into account ecological, cultural, traditional, landscape,... aspects.
  5. Immediate and continuous maintenance of the recovered areas as a guarantee of their sustainability, based on the recuperation of traditional trades (stonemasons, horticulturists, gardeners, ...).

In view of a definite action plan and a clear intervention way, always under the leadership of the Town Council, several organisms have joined this local initiative:

Aware of the importance of information, awareness and environmental education, always a non-solved worry, the Town Council elaborated and made a citizen poll (November 96), the results of which have made it possible to design (February 97) an environmental education programme - being printed - (see Annex VI). On this basis, ties have been achieved with the Culture and Education Ministry through the Teachers and Resources Centre in order to adapt the local programme to the world of education and then develop it. This most important collaboration will soon become official through an
agreement. (Annex VI)

The Integral Management of Segovia's Woodland Plan submitted in 1.997 will incorporate the Woodland Advising Council as a longed for organism for citizen information and participation, which will break with the lack of habit in the involvement of the community for assuming responsabilities and taking decisions, contributing to the strenghthening of the community (Annex VII).

The book Del Árbol a la Ciudad Sostenible ("From the Tree to the Sustainable Town") will soon be published, containing and explaining the Woodland Plan (Annex VII). On the other hand, a novel book has already been published: Materiales Didácticos
del Plan de Gestió Integral del Arbolado de Segovia ("Didactic Material on the Integral Management of Segovia's Woodland Plan"),
elaborated by a group of teachers from the Education Ministry (M.E.C.) in collaboration with the Town council, which is a guide for the spreading of the Plan at schools by teachers (Annex VIII).

Segovia's Forest Association (Asociaci.n Forestal de Segovia) has signed an agreement with the Town Council (Annex VII) for the effective management and development of an ambitious reforestation
programme (already in execution) in slopes, barren plains and uncultivated land.
One of the outstanding subjects of the Green Plan is the recuperation of the orchards. In spite of their tradition, the age of the horticulturists and the modern way of life make their cultivation difficult. In this sense, the effort in different educational activities must be mentioned (Annex I), informative publications (Annex VII), local urban contribution to the Special Plan for San Lorenzo (Annex II) and exchanges- Vitoria Town
council (Annex IX).

Once known the general deficiencies for an adequate urban protection and normative, the Town Council has promoted the drafting of a Special Plan of Woodland and "Green Net" (Plan Especial de Arbolado y Malla Verde) on the basis of the Green Plan, now under procedure, that embraces not only the tree but also the area that supports or might suppor it, understanding them as an urban system of "Green Net" (see publication Del Árbol
a la Ciudad Sostenible - "From the Tree to the Sustainable Town", Annex VIII).

Another most important aspect of the Green Plan is the considerable social work integrated in the actions:


Nowadays, the achieved results (see Annex III and Dossier 3), as the following quantitative indicators show, are really significant,
especially if we take into account that Segovia has 55.000 inhabitants:

The results of the social acceptation of the Plan are:

The Plan has generated the intervention of the Regional Government to solve sanitation problems upstream the town (Annex III).

All this contact and commitment with the associated institutions and with the community is provoking a change in the environmental sensitivity of the local leaders, to such an extent that the Town Council is preparing, with the financial and technical help of the Regional Government, an Analysis of the Environmental Management, so as to elaborate then a System of Environmental Management towards the urban sustainability, something unthinkable not long ago (Annex IX).

During the development of this Plan, the following process has been recorded in the community as a key for the sustainability of the actions:
GREEN PLAN in order to KNOW in order to ENJOY in order to VALUE in order to DEFEND in order to ACHIEVE SUSTAINABILITY.

This process generates a commitment between community and managers that guarantees the preservation and protection of the rural and
natural environment of the town, favouring the development of the Plan and assuring the permanent maintenance of the recovered areas.

Three key lessons have been learnt:


In spite of the short local walking on this ground, the "Mankind Heritage" towns in Spain, apart from Valencia and Vitoria (Annex IX), have shown an interest in our work, and we must point out that this sort of plans demand a strong local commitment, requiring a continuity of action, especially of maintenance, as well as an important effort in the direct management (institutional and community relationship), which often makes its assumption difficult for the Local Authorities.
